Assessor for National Qualification Standards
- Application to become an assessor:
1.1 An application for the registration of an assessor shall be made in writing in the form entitled “APPLICATION FOR REGISTRATION OF ASSESSOR”, and accompanied by:
- Certified true copies of certificates and academic transcript
- Certified true copy of Birth Certificate
- Detailed Curriculum Vitae
- Recent Industry Experience (within the last 5 years)
1.2 Incomplete Application
An application that does not conform to the requirements in 1.1 shall be deemed incomplete and shall not be accepted. Such applications shall be returned to the applicant for completion.
- Criteria to register an assessor:
In processing an application for registration of a Competency Based Assessor, the Commission must be convinced that the applicant has the required qualifications for the conduct of competency based assessment.
- Assessment for registration must consider the following for each applicant:
(i) Post-secondary qualification, at least at the level of the qualification being assessed;
(ii) Qualification in competency based assessment;
(iii) Vocational competencies at least to the level being delivered and assessed.
- An application for the registration of an assessor shall not be approved if the applicant has not demonstrated evidence that he/she possess a post-secondary qualification at least at the level of the qualification being assessed and a qualification in competency based assessment (NZ4098 or Australian Certificate IV Workplace Assessor).
- Approved medical and police clearance reports.
- Advice on Result of an Application
The Commission shall inform the applicant, in writing of the outcome of an application for registration of an assessor
3.1 Assessors’ Identification Card
3.1.1 The Commission shall, upon the approval of the application for registration of an assessor, issue the assessor with an identification card.
3.1.2 The identification card shall display the following:
(i) Full name and photograph of the assessor
(ii) Assessor’s registration number
(iii) Period of validity
(iv) Signature of the Director of the Commission
3.1.3 The identification card is not transferrable and shall be kept safely.
3.2 Replacement Identification Card
A replacement identification card shall only be issued upon receipt of a fee of $15.00.
- Requirements of an Assessor
For the purpose of retaining his/her assessor status, an assessor shall:
4.1Complete assessments according to the criteria and guidelines prescribed by the Commission;
4.2 Prepare and submit reports that comply with the required formats and timelines;
4.3 Attend the annual assessor’s/moderation forum where assessment case studies are peer reviewed;
4.4 Undergo an annual audit to review processes, providing the necessary documentation to demonstrate that assessment requirements and procedures are being met;
4.5 Conduct a self-review as a component of the regular re-registration processes;
4.6 Ensure that assessments are carried out with integrity and honesty, and in accordance with the principles of good assessment;
4.7 Undertake professional development in order to keep abreast with current industry practices and enhance skills and competence in assessment; and
4.8 Provide approved medical and police clearance reports on an annual basis.
- De-registration of an Assessor
An assessor may be de-registered if he/she:
5.1 Does not carry out the assessment in accordance with the criteria and guidelines prescribed by the Commission.
5.2 Does not comply with the requirements of the assessor prescribed in Section 6.7.
5.3 Has been found guilty of professional misconduct.
5.4 Has been proven to be engaged in unethical practices.
5.5 Has been convicted of a serious criminal offence.
5.6 Has been declared bankrupt.
- To retain assessor status, assessors shall:
6.1 Complete assessments and provide reports that comply with required formats and timelines;
6.2 Attend an annual assessors/moderation forum where assessment case studies are peer reviewed;
6.3 Undergo an annual audit to review processes, providing the necessary documentation to demonstrate that assessment requirements and procedures are being met; and
6.4 Conduct a self-review as a component of the regular re-registration processes.
6.4.1 Assessors shall have provisions in their employment contracts to allow for the assessment or they may have separate contracts.
6.4.2 Assessors shall provide assessment details and recommendations to FHEC describing the practical capabilities that the students that they have assessed and have recommended for the award of the competency.
