The Fiji Higher Education Commission [‘FHEC’] with a heavy heart and sharing in the grief of the Moti family at this time, notes the untimely passing of the Chairman of the Commission, Mr Julian R. Moti QC CSI, in Suva on Monday 21 December 2020.
Mr Moti was appointed as the Chairman of the Commission in June 2019 for a term of three years. A barrister-at-law, his legal career spanned over 30 years in practice and academia including appointments as the Attorney General of the Solomon Islands; Foundation Professor of Law and Dean of the University of Fiji’s School of Law; Visiting Professional Fellow at Jawaharlal Nehru University India; and Adjunct Professor of Law at Bond University, Gujarat National Law University as well as the University of Fiji.
Humbled to have been appointed as the Chairman of the Commission and given his extensive legal experience, Mr Moti had always sought to prioritize the effective implementation of the HEC Act 2008 and Regulations 2009 with emphasis on the achievement of the functions of the Commission in particular the effective regulation of the Higher Educations Institutions.
The late Mr Moti has helped reshaped the governance arrangements and structure of the Commission by improving the efficiency and the professional standards at the Secretariat level and streamlining the reporting to and oversight by the Commission’s Board. His work was centred in the principles of integrity, transparency and fairness.
The FHEC pays tribute to a leader, pillar of integrity and a true son and servant of Fiji who had contributed immensely to both our nation and the wider Pacific.
